and two bankrupting wars instead.

Make the Electoral College a permanent government body with seat distribution proportional to the party tally in each state and give it the right to approve cabinet members and under secretaries instead of the US Senate!

Notater for CHARLES RENATUS HICKS, PRINCIPAL CHIEF: Charles Renatus Hicks (December 23, 1767 – January 20, 1827) was one of the most important Cherokee leaders in the early 19th century; together with James Vann and Major Ridge, he was one of a triumvirate of younger mixed-race chiefs urging the tribe to acculturate to European-American ways. He supported a Moravian mission school in Cherokee territory to educate the tribe's children. Long the second chief, in 1827 he succeeded to the office of Principal Chief when his predecessor Pathkiller died in office. Hicks died two weeks later. He was born December 23, 1767 in the town of Tomotley near the Hiwassee River at its confluence with the Tennessee River in present-day eastern Tennessee. Hicks was the son of Nan-Ye-Hi, a half-blood Cherokee woman, and a white (probably Scots) trader named Nathan Hicks. At the time, both the Cherokee people and European traders thought that such strategic alliances benefited them. Among his younger siblings was his brother William Hicks. In 1827 after Charles' death, William was selected as interim Principal Chief. As the Cherokee were a matrilineal culture, the children of Nan-Ye-Hi belonged to her Paint Clan. They grew up within the Nation and gained status from her clan, but the boys also learned English. This gave them advantages for dealing with the European Americans and advancing politically. Nan-Ye-Hi and her brother Gunrod were the children of a Jennie (Oconostota) Taylor, Cherokee woman and Jacob (aka Johann) Conrad, a Swiss immigrant. Gunrod married a Cherokee woman Onai, and had several children: Hair Conrad, Rattlinggourd, Terrapin Head, Young Wolf, and Quatie. Marriage and children[edit] Charles Hicks married Nancy as his principal wife. She was the daughter of Chief Broom of Broomstown, located on the northeastern border of present-day Alabama, where the Cherokee had moved under pressure from the Creek and British. The village was later abandoned. (As a successful Cherokee man, Hicks would later take other wives, a traditional practice among his people.) Nancy Anna Felicitas Broom and Chief Charles Hicks had Elsie[1] (1760 - 1826), Nathan Wolf 1795, Elijah 1797, Elizabeth (Betsy) 1797, Sarah Elizabeth 1798, Jesse Hicks 1801, Edward, and Leonard Looney 1804. Son, Elijah, married Margaret Ross, half sister of Chief John Ross. Son, Nathan, married Elsy (Alice) Shorey. Bilingual, Hicks served as interpreter to the U.S. Indian Agent Return Jonathan Meigs, Sr. (1740-1823), who was agent for more than two decades to the Cherokee in Tennessee/western North Carolina, from 1801 to his death. Hicks also acted as treasurer for the Cherokee Nation. The Creek, traditional enemies of the Cherokee, became divided over acculturation and land issues, resulting in the Creek War. It spilled over into the War of 1812 between the United States and Great Britain, as some of the Creek were allied with the British. Hicks fought with United States troops and southern militia under General Andrew Jackson against the Creek Red Sticks in the 1814 Battle of Horseshoe Bend. Allied with the other former warriors James Vann and Major Ridge, who formed a triumvirate, Hicks became one of the most influential younger leaders in the Nation from the late eighteenth century after the Cherokee–American wars to just past the first quarter of the 19th century. They supported acculturation and adoption of some European-American ways. After reading a book called Idea Fidei Fratrum, Hicks embraced Christianity and was baptized on April 20, 1813 by Moravian missionaries as Charles Renatus ("Born Again") Hicks. His wife was baptized the next day. As the Moravians recognized the Cherokee had a matrilineal society, they were glad to have converted a Cherokee mother, expecting her to influence her children.[2] Hicks was extremely well-read and acculturated, and had collected one of the largest personal libraries in North America at the time, public or private. In an 1826 letter[3] to John Ross, whom he was grooming as a future Principal Chief, Charles Hicks recounted the history of the Cherokee tribe. He related events from his youth, including his encounters with the chiefs Attacullaculla and Oconostota, and the early European trader Cornelius Dougherty, as well as stories of traditions. In 1817, Hicks was elected Second Principal Chief under Pathkiller.[4] After the "revolt of the young chiefs" two years later, partly over land deals, Hicks became the de facto head of government, with Pathkiller serving as a figurehead. When Pathkiller died in January 1827, Hicks succeeded him as Principal Chief, the first with any European ancestry to serve in that position. On January 20, 1827 he died, two weeks after assuming office. His younger brother William Abraham Hicks served as interim Principal Chief. John Ross, as President of the National Committee, and Major Ridge, as Speaker of the National Council, had more true political power. The tribe ended its traditional government and formed a constitutional republic.[4] In 1828 it elected John Ross as the new Principal Chief. Popular with full-bloods, who outnumbered the mixed-race members by a three to one margin, Ross was repeatedly re-elected and served in this capacity until his death in 1867.[ ch of CHARLES HICKS and NANCY GHAU: i. He had some 40 odd slaves on his place. He remained neutral in the war and he was removed to the southern Indian Territory on Red River. The Union troops had taken over his farm and home for the duration of the war and wrecked all his equipment and burned his log house down. When he returned after the war he only built back the lower story of his house. The foundation can still be located by the native stone that was used for the foundation and fireplace. "He had to release all the slaves he had and some of them that had no last name took the Whitmire name when they were released. After the Civil War, all slaves became free. Many of them didn't want to leave their Master Jonathan. They wanted to stay and continue working for him, but he couldn't let them stay because he had no money to pay them. Some he let share crop his property so they could make a living." Children of TEMPERANCE HOLT and JONATHAN WHITMIRE are:[1] Infant, b. May 16, 1855. Eliphus, b. April 21, 1856. Charlotte, b. Notater for SAMUEL HOUSTON MAYES: Principal Chief 1895/1899, younger son of Samuel Mayes and Nannie Adair educated at local schools in his native state and the common schools near Bellevue; served as private in Company K of the Confederate Army, Co. C., 1st Cherokee Mounted Volunteers, elected and served as sheriff of Cooweescoowee District from 1880, served as Senator 1885/1891, elected Principal Chief on 5th August 1895, President of the Mayes Mercantile Company, a trustee of the Methodist Church, after his term as Principal Chief, he retired to hisfarm in what is today Mayes County, Oklahoma; a member of the Methodist Church and an affiliate of the Masonic orders Samuel Houston Mayes (May 11, 1845 – December 12, 1927) of Scots/English-Cherokee descent, was elected as Principal Chief of the Cherokee Nation in Indian Territory (present-day Oklahoma), serving from 1895 to 1899. His maternal grandfather belonged to the Deer clan, and his father was allied with members of the Cherokee Treaty Party in the 1830s, such as the Adair men, Elias Boudinot, and Major Ridge. In the late nineteenth century, his older brother Joel B. Mayes was elected to two terms as Chief of the Cherokee. Born in Indian Territory, Mayes attended a Cherokee school, served with the Confederacy during the American Civil War, and become a cattle rancher before entering politics. He was elected as the United States was dissolving tribal governments and communal lands, and making allotments in severalty to individual households of Native Americans, in an effort to force assimilation, under the Dawes and Curtis acts. Samuel Houston Mayes was born May 11, 1845, near Stilwell, Oklahoma to Samuel and Nancy (Adair) Mayes. His mother Nancy Adair was of Scots-Cherokee descent, a granddaughter of Ga-hoga, a full-blood Cherokee woman of the Deer clan. Her father was of mixed race and belonged to his mother's clan, as the Cherokee were a matrilineal society, and children took their status from the mother. With his marriage, Samuel Mayes (1803–1858) was taken into the Adair family and the Cherokee community. His son Samuel was named for his father's friend Samuel Houston, a notable acquaintance from Tennessee.[1] The Mayes migrated early to Indian Territory, together with the Adairs, Boudinots, Ridges and others of the Treaty Party. Samuel's older brother was Joel B. Mayes (1833–1891), who was elected chief of the Cherokee in 1887 and 1891. Another older brother, Francis, was killed returning from California. The younger brothers each attended the Cherokee Male Seminary in Tahlequah, Indian Territory.[2] At age 16, Samuel Mayes volunteered for the Confederate Army in the American Civil War, serving in Company K, under Capt. Benjamin F. Carter and in the 2nd Cherokee Regiment under Col. Clem Vann through the war.[1] Afterward he worked in Texas, then returned to Indian Territory, where he started to get involved in the stock business. He and his brother both worked in the cattle business, which was expanding with the use of Texas longhorn cattle and drives to get the cattle to the northern railroad heads. Marriage and family Mayes married Martha Elizabeth Vann (1852–1907) on November 9, 1871. From another prominent Cherokee family, she also was of mixed race. They had three children who survived: William Lucullis, Joseph Francis (who became a doctor), and M. Carrie Mayes, who married Clarence Samuels.[1] After his wife's death, on February 18, 1913, Mayes married Minnie Harrison née Ball, a widow, who survived him.[1] Political career In 1880 Mayes was first elected to office, as sheriff of Coo-wee-scoo-wee District. From 1885 to 1891, he served as senator from the same district. He ran on the same party as his brother had, the Downing ticket, and was elected as chief in 1895.[1] In 1893 Congress had created the Dawes Commission, to carry out the registration of members of Native American tribes and the allotment of communal lands, in an effort to force assimilation and provide Indians with land to own and manage. Initially the Indian Territory lands had been excluded, but Congress intended to allot those as well. During Mayes' term as Chief beginning in 1896, the Dawes Commission took over the power of the Cherokee Nation to determine its citizenship rules. It had been established to manage a process of allotments of communal Native American lands to provide for assimilation of the people as farmers in the European-American style. In furtherance of planning to abolish tribal governments to allow the Oklahoma and Indian territories to be admitted jointly as a new state, the Dawes Commission set up to register the members of the Cherokee Nation. In 1898 the Curtis Act "dissolved tribal courts, directed a survey of the tribal lands, required that tribal rolls of membership be prepared and that the surface rights of the lands of the tribe be allotted in severalty among its members",[1] all to achieve assimilation. The US government, through what is now called the Bureau of Indian Affairs (BIA), would appoint chiefs for the tribes. The Cherokee tried to fight this but were forced into negotiations instead. The Five Civilized Tribes finally had to agree to the allotment process. Mayes appointed seven Cherokee delegates to the Dawes Commission on January 7, 1899. These delegates agreed to take the proposition to allot Cherokee lands and dissolve the Cherokee government to a vote. On January 31, 1899, the Cherokee voted to approve this agreement. But, the U.S. congress never ratified it. The delays of the Cherokee won them a more favorable agreement in 1902. Still, the allotment of communal lands destroyed an important community principle, that no member of the tribe would be homeless and that they could all help each other. The Cherokee lands were divided into allotments of approximately 110 acre-plots for individual households (Freedmen received 40 acres per household). The US government declared any remaining land as "surplus" and sold it to non-Native settlers. ch of MARTHA VANN and SAMUEL MAYES: i.
