John Smith, a native of Strabane/Strabone Co Tyrone Ireland, immigrated to Carlisle, Lancaster Co. Pennsylvania but removed about 1759 to Baltimore, Maryland, where he was for many years a well-known merchant. In 1763 he was one of the commissioners to raise money by lottery to erect a market-house in Baltimore, and in 1766 was one of the commissioners to lay off an addition to the town. On 14 November, 1769, he was chairman of a meeting of the merchants to prohibit the importation of European goods, and on 31 May, 1774, was appointed a member of the Baltimore committee of correspondence. In 1774 he was also appointed one of the justices of the peace, and in November became one of a committee of observation whose powers extended to the general police and local government of Baltimore town and county, and to the raising of forty companies of "minute-men." The Continental congress having recommended measures for procuring arms and ammunition from abroad, he was appointed on the committee for that purpose from Baltimore. On 5 August, 1776, he was elected a delegate to the convention that was called to frame the first state constitution. In 1781 he was elected to the state senate, and in 1786 was re-elected.

    History
Carlisle PA was laid out and settled by Scots-Irish immigrants in 1751 and became the center of their settlement in the Cumberland Valley. Carlisle was incorporated as a borough on April 13, 1782. As authorized by a general borough law of 1851 (amended in 1852), the government is administered by a burgess and a borough council.

In 1787 Carlisle was the scene of a riot instigated by Anti-Federalists in response to a planned march in favor of the US constitution. In 1794 during the Whiskey Rebellion, the troops of Pennsylvania and New Jersey assembled in Carlisle under the leadership of George Washington. The borough was shelled by the Confederates on July 1, 1863 during the American Civil War. Carlisle was well-known at one time for the Carlisle Indian Industrial School, which trained Native Americans from all over the United States; one of its notable graduates was athletic hero Jim Thorpe.

Carlisle is also home to Dickinson College, established in 1773 and later chartered in 1783, making it the first college founded in the newly recognized United States. The Dickinson School of Law, founded in 1834 and affiliated with Dickinson College until 1914, is the fifth oldest law school in the United States and the oldest law school in Pennsylvania. It remained independent for over 80 years, until it merged with The Pennsylvania State University in 1997, becoming the Penn State Dickinson School of Law.

The U.S. Army War College, located at the Carlisle Barracks, caters to high-level military personnel and civilians and prepares them for strategic leadership responsibilities. The Carlisle Barracks is the oldest installation in the United States Army and Army's most senior military educational institution.

For more than 270 years, members of the First Presbyterian Church have worshiped God here in the Cumberland Valley. Our heritage goes back to 1734, when a large settlement of sturdy, God-fearing Scots-Irish from Lancaster County established a Presbyterian Church at Meeting House Springs, located on the Conodoguinet Creek about two miles west of the Carlisle Public Square.

The first minister was installed there in 1739 and preached from a crude pulpit in a one-room log church. Eventually, Meeting House Springs proved to be too far removed from the new county seat of Carlisle, established in 1751, so the congregation moved to town in 1757 and subsequently built the edifice in which we worship today. Behind the old stone walls at Meeting House Springs endures what is left of our earliest heritage, an old church graveyard with stones that date back to 1744 - the oldest anywhere in Cumberland Valley.

At the new meeting house in Carlisle, the doors of the sanctuary faced south, and the pulpit was situated at the north side between two arched windows. It was a high pulpit with stairs leading up to it, a sounding board over it and a desk for the clerk in front of it. Worshipers furnished their own benches before pews were installed and could bring their own foot warmers, since there was no heat. A south balcony was added in 1785.

In 1827 a brick chapel was added to the west side of the meeting house and the interior of the church was remodeled. The high pulpit was moved from the north to its current location on the west side, and the entrance doors were made to face Hanover Street. Evidence of these changes can be seen in close inspection of the outside walls. A new, lower pulpit was built without a desk for the clerk but with winding stairways on both sides. The balcony was modified as it appears today. The balcony gas lights, installed in 1857, were completely restored and electrified in 2001.

The present chapel, built to replace the old brick chapel, was dedicated in 1873 as a memorial to Presbyterian reunion. It corresponded in style to the main building and was topped by the tower.

It was in 1876 that the interior of our church was made to look as it does today. At that time, stained glass windows were added and the pulpit with the winding stairways was removed. The box pews were replaced with the current ones made of Victorian walnut.

Few subsequent changes were made to our church building until 1952, when the Sunday school annex was constructed. Built of native limestone to match the old meeting house, it served our congregation well for thirty-four years. In 1986 the roof of this wing was raised to a full second story, providing classrooms, fellowship, and administrative space.

Our church has served its community well. Within the stone walls of the meeting house, men of the colony met in 1774 to support the defiance of England by Massachusetts and to call for united action by the colonies. Here President Washington worshiped in 1794. Here the shells fired by the Confederates struck in 1863. Here Dickinson College commencements were held for half a century. Troops from Carlisle Barracks worshiped here.

In addition to their religious and patriotic fervor, our Scots-Irish ancestors vehemently supported education and for that reason built a Presbyterian grammar school which evolved into Dickinson College. The first Sunday school in the valley was organized in this church as was the first Young People's Society of Christian Endeavor. After the Civil War, a large class of Afro-Americans found religious instruction here. For many years Native American pupils from the Carlisle Industrial Training School attended Sunday school here. Many of them later joined the church.

With religious, civic and educational interests finding expression here, our church has ever been and continues to be a part of the life of the community. Bearing its years with grace and dignity, this historic building stands as a testament to the life and heritage of the First Presbyterian Church.

Robert Smith (November 3, 1757 – November 26, 1842) was the second United States Secretary of the Navy from 1801 to 1809 and the sixth United States Secretary of State from 1809 to 1811. He was the brother of Senator Samuel Smith.

Smith was born in Lancaster, Pennsylvania. During the American Revolutionary War, he served in the Continental Army and participated in the Battle of Brandywine. He graduated from Princeton in 1781 and began to practice law in Maryland. Smith became the Presidential Elector in the Electoral College for Maryland in 1789, then a member of state's senate from 1793 to 1795, and finally a member of Maryland's house of delegates from 1796 to 1800. President Thomas Jefferson appointed him as Secretary of the Navy in July, 1801 after William Jones declined the position. On March 2, 1805, the Senate confirmed the appointments of Smith as United States Attorney General and Jacob Crowninshield as Secretary of the Navy. However, Crowninshield declined his appointment, so Smith briefly served as both Attorney General and Secretary of the Navy. Eventually, President Jefferson appointed John Breckinridge to replace Smith as Attorney General and Smith resumed his role as a full-time Secretary of the Navy. Smith finally left the office of Secretary of the Navy with the end of President Jefferson's administration on March 4, 1809. Jefferson's successor, President James Madison, immediately appointed Smith as Secretary of State, an office which he held from March 6, 1809 until his forced resignation on April 1, 1811.

Smith was closely allied with his brother, Maryland Senator Samuel Smith. He bitterly opposed Treasury Secretary Albert Gallatin. Madison thought he could be his own Secretary of State, but Smith so often pursued opposite policies that Madison finally demanded his resignation. In Madison's April 1811 “Memorandum on Robert Smith” the president offered a laundry list of Smith's shortcomings: he questioned Smith's loyalty; he found Smith's diplomatic correspondence wanting; he had been indiscreet in conversations with the British; and he had opposed the Administration's efforts to secure concessions from Britain and France by limiting trade. Apparently Smith was bewildered by these and other charges leveled by Madison and published an exoneration of himself, "Robert Smith's Address to the People of the United States," an attack on Madison's foreign policy.

Smith became the president of the not-yet-fully-organized American Bible Society in 1813. In 1818, he became the founding president of the Maryland Agriculture Society and afterwards retired to a more private life where he enjoyed his wealth. Robert Smith died in Baltimore, Maryland, on November 26, 1842. The USS Robert Smith (DD-324) was named for him.

    Dugan-Hollins Family Vault
    Made by Christopher Busta-Peck
This burial vault holds the remains of nine members of two prominent Baltimore families whose live were intertwined through business partnerships and marriage. Cumberland Dugan (1747-1836), the patriarch, left Ireland at age 19, settling briefly in Roxbury, Massachusetts before coming to the small but growing town of Baltimore. Through marriage and banking, Dugan forged personal and business ties with other powerful Presbyerian families, particularly the Smiths and Hollins. And, like many other wealthy men, he became a public figure and political office holder. Dugan's daughter, Rebeccda, (1788-1860), married John Smith Hollins (1787-1858), the son of Dugan's business partner who served as mayor of Baltimore from 1852-1854. A Godefroy Design? Did Maximilian Godefroy design this burial vault for Cumberland Dugan? Compare its doorways to those of the William and Robert Smith vault. And consider its graceful proportions. Built with local freestone, it is further distinguished by a gavetto cornice that forms the eaves of a slate hipped roof. [painting] Of Wealth and Means Cumberland Dugan arrived in the American colonies with considerable wealth - and an acumen for commerce and politics. A successful flour merchant who served in the Baltimore City Council and Maryland Legislature, Dugan also introduced the first true rowhouses along a Baltimore wharf in 1796. His mother, Jane Buchanan Smith, was Sam Smith's sister. In 1814, Hollings fought against the British at the Battle of North Point as a member of the Fifth Maryland Regiment. The Dugans moved into the house on the right. Dugan acquired the other house and presented it to his daughter - probably as a wedding present - in 1811. Monumental Lives
    Made by Christopher Busta-Peck
The William and Robert Smith vault, another of Maximilian Godefroy's Egyptian-flavored designs, belonged to one of early Baltimore's most successful and accomplished families. William Smith followed his brother John from Lancaster, Pennsylvania to Baltimore in 1761, along with other Scots-Irish flour merchant families. Smith helped transform Baltimore from a raw town of some 1,500 into an international port city. He was also one of the founders of the First Presbyterian Church, whose members established this burying ground in 1786. Robert Smith, William's nephew, was the son of John and the older brother of Sam Smith. He became an attorney and statesman of national prominence who served as Secretary of the Navy (1801-1809) and Attorney General (1805) under President Thomas Jefferson, and Secretary of State under James Madison (1809-1811). A Revolutionary war veteran and 1781 graduate of College of New Jersey (Princeton University), Robert Smith served in the Maryland State Senate and the House of Delegates. After retiring from politics, Smith spent some 20 years as provost of the fledgling University of Maryland (established in Baltimore in 1807). [painting] A Doting Granfather In this 1788 portrait William Smith dotes attention on his grandson at his country estate, Eutaw. He is surrounded by symbols of virtue - books suggest a literate populate, the knife reveals pride in labor, and the well groomed estate reflects the nobility of farmers, and a treasured child shows concern for furture generations - a favorite ploy of the artist Charles Wilson Peale. The Carriage Gates of Westminster Burying Ground
    Made by Christopher Busta-Peck
Westminster's carriage gates, completed in 1815, were among the nation's first examples of Egyptian Revival architecture. Commissioned by the First Presbyterian Church, the gates were designed by Maximilian Godefroy (1765-ca.1840), a French architect who spent 15 productive years in Baltimore. Godefroy's gates signaled the growing sophistication of this formerly austere Presbyterian burying ground (est. 1786), and anticipated shift toward a more romantic view of death and mourning. The new entrance also created a prominent east-west corridor (now obscured by the church) that was soon lined with stylish burial vaults - several designed by Godefroy himself. Maximilian Godefroy's other surviving local work includes St. Mary's Chapel, First Unitarian Church, and the Battle Monument. [illustration] Death and Eternity Godefroy's skillful combination of Egyptian and classical symbols imparted a very direct and enduring message: while we mourn the brevity of life, we should also celebrate the eternity of the spirit. The wrought iron gates feature a Greek key border and three lachrymal urns (symbols of grief) while the sandstone piers are unmistakably Egyptian. The obelisks (monuments to the dead) contain carved relief of winged hour glasses (time's swift flight), all topped by cavetto cornices. The brick wall running along Greene Street was built at the same time as the gates. Entrance to Westminster Cemetery Green [sic] Street by Edward J. Wunder From Maryland Institute... The McDonoghs of Baltimore
    Made by Christopher Busta-Peck
Baltimoreans associated the name McDonogh with a well-known private school founded in 1873. Buried here are the parents of the school's founder, Irish natives John (1734-1809) and Elizabeth McDonogh (1747-1808). John McDonogh, a brickmaker, took part in two events that shaped early American history: the French-Indian War (1754-1763) and American Revolution (1775-1783). Serving under George Washington in 1755, John witnessed the disastrous defeat of British General Edward Braddock near Fort Duquesne. In 1777, he fought at the Battle of Brandywine as part of Cox's Company of Baltimore soldiers. John later served with David Poe, Edgar A. Poe's grandfather, in another Baltimore company. At his death in 1809, a Baltimore newspaper called John McDonogh a patriotic veteran. John and Elizabeth's son, John, the school founder, was born on December 29, 1779 during the war's coldest winter. He died in New Orleans in 1850, but was reburied in Baltimore's Greenmount Cemetery in 1860. McDonogh's remains were later moved to the campus of the school that bears his name.
